What housing resources do you currently provide to employees?

·         Hospital

o   5 units (condos owned by the Hospital) used for the temporary housing of travelling doctors and nurses

·         Town

o   2 units (codos owned by the Town) used for short-term rental of employees

o   Used to offer Down Payment Assistance for ownership but no longer

·         Foundation

o   Student Housing

o   Off-season student housing is used for photography camps, Felici Trio musicians, etc.

·         Water District – not present

o   Have some units that they leave vacant in case of an emergency and out-of-town staff must stay the night

o   Provide Down Payment Assistance up to 50% of the purchase price (up to a maximum of approximately $500,000 per household)(?)

·         School District – not present

o   Do not have any programs

·         Fire District

o   No rental units

o   Down Payment Assistance, charge interest (have loaned between ~$35,000 – $100,000 per household)

·         Forest Service – not present

o   8 homes

o   Trailers/sites (~12) behind Shady Rest Campground (very old)

·         Mammoth Mountain

o   500 pillows (includes seasonal, long-term, and 18-20 condos for middle management)(in the off-season these are sometimes rented to running camps, construction crews, etc.)

o   Down Payment Assistance in the past, but not currently

o   Lodestar – foundation for 16 units

o   Arrowhead – 1 acre

What untapped resources does your organization have?

·         Hospital

o   ?

·         Town

o   Measure 2002A Funds (lift the cap above 10% to be in line with other NGOs with political commitments)

o   Provide incentives to developers to build new units or provide on-site (potentially during the redevelopment of downtown). During the FAR analysis, an incentive for workforce housing was a key measure used in peer communities, but not implemented at the Town.

o   Mitigation fees for leveraging grant funding

o   Land? Potential of some acreage near the courthouse? Currently the church has a 30-year lease agreement to use the land

·         Foundation

o   Land for middle/upper management ownership units and park (approximate 20 acres). The EIR for the site did include housing, however, there are no entitlements and would require a General Plan amendment

·         Water District – not present

o   Lodestar – foundation for 16 units

What gaps do you see between resources and needs?

·         Staff to manage rental units

·         Mammoth Mountain has a need for more hostel-type units for the peak season

·         Vacancy of seasonal units could be used during the off-season (summer) to house employees of businesses that see peak in the summer, or locals who prefer a 6-month lease (due to seasonal financial changes, they are students, or have seasonal outdoor jobs that bring them to Mammoth, or other).

·         Smaller units – it can be difficult to find roommates to accommodate a year-long lease, so more smaller units or shorter leases

·         Existing housing stock:

o   How many are cost-prohibitive?

o   How many have HOA reserves?

o   How many are condo-hotel?

o   How many were built before 1980?

·         Mobilehome parks – there was some discussion at the Town level in 2005 about incorporating the mobilehome parks into the jurisdictions code, but that at the time the Town did not want to increase the workload.

·         What is the balance or the link between a community where people live and a place where transients visit?

·         The land constraints in Mammoth are very unique compared to other communities.
