MINUTES OF REGULAR MEETING
MARCH 18, 2015 WORKSHOP

1. Workshop with the Mammoth Lakes Housing Board and the Planning and Economic Development Commission to discuss the Draft Housing Strategy.

The workshop began at 4:32 p.m.

Councilmembers Colin Fernie, Shields Richardson, John Wentworth, Mayor Pro Tem Michael Raimondo, and Mayor Jo Bacon were in attendance. Also in attendance were Planning and Economic Development Commissioners Madeleine Brown, Amy Grahek, and David Harvey and Mammoth Lakes Housing Board members Lindsay Barksdale, Larry Johnston, Tom Mazaitis, Kirk Stapp, and Bill Taylor. Senior Planner Jen Daugherty outlined the agenda for the joint meeting.

There was discussion among members of Council, the Commission, the Board, and staff regarding the definition of “workforce housing.”

SPEAKING FROM THE FLOOR: Tom Hodges, Mammoth Mountain Ski Area, said that there was confusion between the definitions used in the Housing Strategy. He said that there was a clear difference between “workforce housing” and “affordable housing.”

CONSENSUS: Direct staff to refine the “workforce housing” definition based on the comments given.

There was discussion among members of the Council, the Commission, the Board, and staff regarding the housing vision and goal.

CONSENSUS: Direct staff to continue to apply for grants and implement a Middle Income Workforce Assistance Program.

Mark Carney asked about the AMI percentage for the Shady Rest Parcel. Ms. Daugherty responded. Mr. Stapp outlined the history of the Shady Rest Parcel. There was discussion among members of Council, Commission, Board, and staff regarding the Shady Rest Parcel.

CONSENSUS: Direct staff to include the Housing Elements in the Housing Strategy in a clear way, improve the readability, and simplify the Housing Strategy.

Ms. Daugherty outlined what would be included in the housing mitigation ordinance update.

There was discussion among members of the Council, Commission, and Board regarding issues that were brought up during the workshop.

Mr. Carney, representing owners of the Shady Rest Parcel, said that their parcel’s use for the housing deficit did not mesh with the housing needs assessment.

The workshop ended at 5:59 p.m.
