Public Present: Leigh Gaasch, resident and Nancy Mahannah, Mono County Department of Public Health
III. Public Comments
Leigh Gaasch passed out new Fire Safety Information Cards. The cards provide important information to both residents and tourists. Her goal is to create unique cards for areas between Bishop and Bridgeport. She also mentioned that the parking situation at The Jeffreys is out of control. Staff will look into the issue.
IV. Approval of Minutes from the August 5, 2013 BOD Meeting
Bill Taylor motioned to approve the minutes without changes. Kirk Stapp seconded the motion. Rick Wood abstained because he did not attend the meeting. The motion passed 3-0.
V. Board Member Reports
Larry Johnston reported on a presentation by Governor Jerry Brown regarding prison overcrowding. The Board discussed the status of regional solid waste / recycling issues. Rick Wood gave an update regarding the Town’s 4th Quarter Financials.
VI. MLH Monthly Status Report
Jennifer Halferty gave an update regarding the No Smoking Policy Work Program, along with Nancy Mahannah of the Mono County Health Department. The Board discussed the legal overview that was provided and directed staff to continue the work program, which includes stakeholder input. Rick Wood asked a clarifying question regarding how No Smoking Policy litigation differs between apartment buildings and shared-ownership condominium complexes. Nancy said that she would provide the results of her Town-wide assessment by the end of September / early October.
Jennifer Halferty also reported on the Revolving Loan Fund and the Deed Restriction Maintenance Program. Currently, there are three deed restricted units in the process of being purchased and sold by MLH as well as an additional open option to purchase.
VII. Review and Discussion of the MLH and SHA Draft 4th Quarter Financials
Jennifer Halferty presented the draft financials for the 4th quarter.
VIII. Discussion and Possible Action on the Proposed Cell Tower at Fire Station #2
Kirk Stapp briefed the group regarding the current proposed cell tower and the potential health risks for area residents. He noted the MLH has tenants within the radius of potential health risks. There was no action taken.
IX. Update and Discussion on CDBG Apparent Conflict of Interest
Jennifer Halferty announced that legal staff from the State Department of Housing and Community Development (HCD) concluded that there is neither a conflict of interest nor an apparent conflict regarding the presence of elected officials on the Board of Directors of Mammoth Lakes Housing, Inc.
X. Information from Artis & Company, Inc., CPA on the MLH Audit
Jennifer Halferty presented an informational letter regarding the financial audit that took place on August 5th and 6th. There were no significant findings.
